I own a soft sided 12' x 30" round Intex Easy Set above ground pool.

The 1,000 GPH pump I use with it in connection with the Intex Solar Mat Heater is woefully inadequate and gives horrible flow.

I have a couple of fairly local options:
SandPRO .5 horse pump and filter...

Would the .5 horse be worth the extra money? Can either operate a vacuum properly? Would either be able to work for a larger pool at some point? (i.e. a 18x9x52").

I'd be inclined to recommend the larger 0.5 HP pump simply because it comes with a larger filter. Larger is nearly always better when in comes to filters. You'd likely get better flow when vacuuming as well. It will cost more in electricity to operate but you may be able to run the pump less for circulation and it would be better suited for a larger AG pool if you upgrade.
