needing help

I'm helping with my aunts pool and I know nothing for pools. Her pool is cloudy and has this brown looking dirt? Its blue however when I vacuum it the stuff goes right back in, I don't think its slimy but I didn't want to stir it up. Its a 27' diamiter pool and above ground
