If you have a skimmer and main drain connected to the valve then it's a 3-way. You can loosen the handle screw and turn the valve handle around so the closed part of the handle is facing the pump

More than likely the thermistor, if it was a Hi-limit or Thermal regulator you would get a error code and the heater wouldn't run very long. They use a 10K thermistor which you could ohm check at different temperatures
