Have you tried disconnecting the 'out' from the pump? and seeing if you get any suction? Maybe your filter or something downstream is so clogged up there is no path out for the water If there is a blockage after the pump then if it cant blow it cant suck... You might get wet :)

How long do you 'normally' run it for if its 6-8 hours and you have run it for 24 there is your answer...

The big blue 15L tubs of 'Pool chlorine' from Bunnings or elsewhere are 12.5% chlorine, last time I bought one it was approx $12 though you pay a deposit on the container and just swap out the empties for full ...
