My pool builder says, I don't need rebar webbing for the stamped concrete deck. Should I push him on this issue and insist on rebar? I am willing to pay extra, if this is a big deal. Advice please. thanks.

it's like using both solar and gas. the heat pump is very efficient and is a cheaper way of maintaining a warmer pool temperature. Gas for quicker heating when needed.
