I agree, conduit would be best, but give your electrical inspector a call. Most of the inspectors I have worked with are more than willing to explain their interpretation of the code. Just explain to them that you have reviewed article 680 and you would like clarification on what method is allowed.

Get a hole saw for metal. Use a center punch for the pilot bit and drill slowly. You could also spray some lubricant to help with the cut. Pool walls are thin so It should not take you very long with a good drill. Just make sure you get the right size hole saw.

I usually go for a second opinion. I do the test then pour the sample back into the bottle and hand it over to my wife and she tries. Then we compare results. Most of the time we agree or are very close so I am happy with the results.

I used a rubber band DWV repair coupling. I actually bought a 2 inch to 1.5 inch reducer and went above the barb and clamped right to the body of the skimmer then to the PVC pipe. I did 1.5 inch pipe so you maybe able to use a 2 inch coupling. I have done this for two seasons with no issues.

I cant say for sure. I did not need to reset it all summer. The timer and output percentages are all set mechanically so I wouldn't think power loss would be an issue.
