Yes, the PH will rise with the fountain on. If you are trying to lower your TA, then add acid to get PH to 7.2, then put fountain back on so aeration will raise PH back to 7.8, repeat until TA is where you want it. You will find a pool school article talking about this. I have one of these...

Worst for me was a dead baby snapping turtle in the skimmer. Yard backs up to a creek, so frogs are common. In fact, the skimmer closest to the house actually is ahead of the other skimmer in body count. Not sure why.

No point in doing bleach until the pumps are working. You could net out as much garbage from the pool as possible while waiting to get a determination on the pumps. As for the water, once stuff is dead and filtered out, and stable numbers then it will be little different than your faucet...

I can not believe that all four pumps are bad. I agree with Jason that this still looks winterized, at the least your photo of the back of the waterfall shows the valves off. Is it possible you could post a photo of both sides of the pumps near the bottom? If the drain plugs are not in, then...

This was what the (no longer) service was doing to my pool last year. Before i got the real test kit, i would notice after their friday treatment a higher level than i could test. By the hottest time of the summer I would notice very low by mid week. Needless to say its now under my watch.

If your fc is actually 3, then you need to get that ph number up or shocking will be the least of your problems.
