Are you sure about this measurement? It would be disappointing that wet-end and all being equal, a new high efficiency motor needs 8% more electricity to do the same job as the old motor.

Is there water or air under the lid? (did it lose prime). Is the water level above all skimmers. If there is water under the lid when the motor spins then it sounds like a problem in the wet-end. Could be the impeller, diffuser, or a blockage.
