Thanks Texas Splash - Turns out you have to give it a good shove with the palm of your hand and it snaps in place. The 6 way valve fits very snug into the top tank. Once bullied into place you can fit the collar on and tighten the screws.

Pump Model EC015110 Sand Filter with E.C.O First time build - 6 way valve won't seat flush to the top of the tank so I can't get the clamp bolt on. It acts like the center pipe is to long. The center pipe is not to high because the tank is empty of sand. What is going on?
