It looks like it's getting stuck due to friction. Maybe lightly sand the surfaces to get them to slide better. I've noticed that some of the plastics get porous over time and change properties after being in the pool environment.

Perfect. This is a great way to do it. I used to throw it over the side but this works way better. You can turn it on and off and it's easy to get started. Great idea.
