That appears to be V + Portland with sand below it. Quite patchable but I expect it will take some time. Don't measure for the new liner until it's fixed though. l always measure to what is, not to what is desired.

Scott Thanks for the response. With the idea that this is V+Portland ,,, what are my options for patching? I work at a company that uses vermiculite to pack chemicals for shipping. We use everything from chunks to a finer sand-like material. I assume that I can buy Portland at my local home improvement store and mix with the sand-like stuff similar to a concrete mix? Thanks again. Anthony

Or you can buy premix. It costs a little more but I think it's worth it.
