That filter rating sounds reasonable. Filters are rated for the maximum water flow they can handle. It is fine to run them at lower flow rates. Generally you can run them at somewhat higher flow rates as well, but they don't filter as well. If the flow rate gets high enough above the specified rate the filter can be damaged.
