Pinhole air bubbles in SPA

Hi all, happy New Year! New member here with the question. I own a home with the pool and today when I was winterizing it, during spa drain, I noticed tiny air bubles coming out of one spot where sitting surface curls to a vertical line. The bubbles were tiny (1mm) coming out every other second. I marked the spot when spa was drained and it seems it was missing couple of the little rocks, which I understand the part of the cement liner. What kind of problem is it (if it's a problem at all) and how to fix it? Thanks!

Took a picture (I wish I'd take a video). The pinhole is somewhere in the pointed area. The area doesn't look damaged. But I noticed those little pebbles tend to detach and overall the liner looks and feels very rough, which could be a lack of water hardness (the separate concern I am managing). The pool is two years old.

What test kit do you use?

I test the chemistry every other week. My water is high on PH and low on hardness. Other parameters are within the norm. I try to manage this using chemicals but this is not always doable on time because of my travel. I did my research on this pinhole leaks and leaning towards applying epoxy putty over the pinhole area. Do s anyone has better ideas?

Update: Fully drained spa and inspected whole surface. There are noticable cracks with length anywhere from foot to 3 ft length and ~1/32" width. One area sounds delaminated using tap test. After removing bottom drain cup I see exposed gunite under it. The area around drain pipe on the side, under the drain cover, also not fully covered by plaster. So it looks like in my case I have poor quality plastering job. I am thinking to remove it and redo myself. Does anyone know where I can order pebble plaster and all the required liquids (I guess I can get muriatic acid at Home Depot) to do the job? Also appreciate any YouTube videos which help learning the nuances of this job. Thanks!
