Do all the pH test kits use Phenol Red? If so, I'm guessing the accuracy between suppliers is similar. Is this true?

Yes, and no. All of the drop based test kits use phenol red, but different kits are compensated for the various interferences differently. For example some of the cheaper kits start being wildly wrong when FC levels are as low as 5, while the Taylor chemistry remains accurate with FC up to 10 and usable to some extent with FC up to 15.
