Update: Yes, indeed the steps were the problem!!! I feel stupid. I knew better. I erroneously decided that since the water was clear and the chlorine level had been maintained at SLAM levels for 10 days, that there was no way any algae could have survived in the steps as they were “soaking“...

I will raise the chlorine to SLAM levels tonight, but without a filtration system to clear the water, should I assume the SLAM is complete once I get the test results recommended, not when I get that and clear water too? Our new pump and filter is supposed to arrive on the 7th.
