The second regulator I mentioned in my initial post. I had misinterpreted the manual. I am going to remove it. Regarding the flex pipe, looks like I will need to hire a plumber to hard pipe from the regulator to the valve and add a drip leg. Thank you!

The yellow flex pipe was installed by the plumber who installed the larger regulator.

I installed new burners but understand that conditions in the boiler will produce this issue again. I had a salt system installed 1 or 2 years after this heater was installed. I just ran the ground to the rod serving the pool. Same result. Not firing.

Any ideas on why the unit is not seeing the pilot? Valve is fine, control board is fine, ground is fine.

I have a digital manometer. I have only used the port at the inlet side of the valve. There is no other reference port to which I can connect before the valve. I only have 1 port connected. Am I measuring correctly?

OK, this is very helpful, thank you everyone. I misread the manual on the 4" wc being the regulator at the valve. 14" wc is correct for the supply. As a quick fix, I adjusted the pressure to 6.5" wc and it is still not firing up.I will adjust to 10.5" wc this evening. I acknowledge and...
