I always get a mid summer algae bloom, until this year. The only thing different was 40ppm borates.

I run my 2 speed on low all the time except for sweeping and backwashing. Circulation has been an issue for me also (even on high), but a right-angle pipe fitting in the return or better yet a poolskim or pooldevil really helps.
