I am in the middle of a remodel and added a waveform step that doubles as a sunshelf, extends out 7'6" @8" of water (well, that's what we're calculating, in the coping stage still, no water in pool). It took 11 yards of gunite to build the steps last week.

Spas have a check valve on the spa drain to keep water from returning to the pool via the pump - to find level (gravity). Perhaps there is a piece of trash in the check valve keeping it from closing or maybe it wasn't installed.

All I can add is what we're doing (demo started today) Florida Stucco white cement with extra bags of blue quartz for the pool, and Hawaiian blue for the spa Antique Blend travertine 6x12 coping 6x6 rust/natural water line tile for pool Artic Ocean blue 1x1 glass for the spa face, spa spillway...

Just my take on it, nothing ever goes according to plan time-wise. For a pool of that age, there will be issues uncovered during the reno process, I would prepare for that. In my latitude, pools don't close; construction goes year round, so I'm not up on opening/closing. I would go forward now...

Leave it, either screw on cap it or at minimum spring loaded shut off cap. For future options.
