I had that scaling on my intex pool last year and boy was it hard to get off. I bought a couple of heavy duty scrub brushes (prob just vinyl/plastic) and worked on it a little each day. I also used a spray bottle of vinegar water on the exposed areas but it was mostly a lot of elbow grease.

We have the 24ft intex pool and have tons of rocks also. We used about 3 tons of sand and it's helped a lot with the rocks. It may be worth putting a little sand down before your pad if it's in your budget.

We have the same pool 24x52 and used old carpet last year. Our ground is very rocky and the instructions said no sand. The carpet didn't get stinky or nasty. I think it worked pretty well. I'm not sure if we'll use the old carpet or styrofoam boards this year as some of the rocks went through...
