Thanks James for your suggestions, it gives me a direction to go to get the pool back online. As far as I know bromine has not been used, to my knowledge the pools disinfectant has been sodium hypochlorite for the last 15 years or so.

My fill water IS high in alkalinity it is 275 ppm as for water replacement it has only been changed twice scince it was built. Also there is some replacement when I clean filters
