Polyquat 60 should have in the ingredients 60% of "Poly [oxyethylene (dimethylimino) ethylene (dimethyliminio) ethylene dichloride]". It sounds like you've got the right stuff assuming you just truncated the name.

I think that it is made by N. Jonas & Company, Inc. They are a private labeler of pool chemicals. They make the Spectrum line as a house brand. They make it under EPA registration number 3432-42, which corresponds to polyquat. They also make an algaecide-50, which is a linear quat, not polyquat. So, they could be easily confused unless you read the label. The linear quat algaecide will have a formula similar to this: n-Alkyl (60%C14, 30%C16, 5%C12, 5%C18) Dimethyl Benzyl Ammonium Chlorides-49.8%
