I have a hydro spa tub that ia set to 104 and its only heated to 98 been two days. Is this a bad element or high limit? I have temp tub to make sure its displaying right temp and it is. What do I need to check thanks

Update on this. It turned out to be the heat relay. I took a cut wheel and cut the outer layer on the relay top off. Took little sand paper and cleaned the contacts and it is working perfect now. For those needing know if this could be your problem. If you have power going to the board but don't have 240 on your element most likely its the heat relay have corrosive build up on the contacts. Took me maybe a hour to open the relay up and clean contacts.

Good to know. Thanks for figuring this out and posting the solution so others can be helped.
