I just had pebblesheen installed this last month. The pool was filled and start up chemicals were added on 01/10. Is there a waiting period that I need to endure before adding borates?

The best person to ask is the installer. I recommend waiting 30 days but it really depends on what your installer says. You don't want to do anything to void your warrranty.

You have passed the OCLT when: 1)You lose 1ppm or less FC overnight, & 2)You have .5ppm CC's or less, & 3)your water is clear.

Yes. You need to wait until you have a good test kit, Borate test strips, your water is balanced, and you "know" your pool. There's no point adding another variable to the equation if you don't have to.

Just my two cents

Richard320 makes a great point. Borates is strictly an option and should be used only after your other parameters are stable and you know how to control them.
