Does anyone make their own or just buy from spa store? If you do make your own, what are the ingredients?

What type of filter are you wanting to clean? Is it a cartridge filter for your spa or is it the filter for your pool? For cleaning a cartridge filter, we recommend using dishwasher soap or trisodium phosphate (TSP). Below is a link to a thread describing that process.

What about sticking it in the dish washer?

Filter cartridges are best cleaned by hand with a hose. I don't think that you would accomplish much by putting it in the dishwasher and you might even damage it. Let it soak for a while in water with TSP or dishwasher detergent and then take it out and hose it out real well.
