I have a 300gl hot tub that needs to be drained and refilled, What steps should i take to clean all the piping prior to refill?

Before you drain, use a flush like Spa Purge or Spa System Flush to clean out the pipes. Make sure you remove the filter before doing it, and just follow the instructions on the bottle. If you've already drained, just refill and use the flush, then drain again.

Flushing and removing the filter is important - especially if your water is extremely hard. We have a hot tub and an above ground pool that we empty and refill regularly, there's nothing to it really.
